The big problems in American Public education are:
There is no career stream for classroom teachers - pay is only based on seniority and there is not much difference if you stay in instruction from start to finish.
There has been a vast growth in administrative overhead from 15 % in the 1960's to 50 % today so increases in resources are absorbed by overhead. In the last decade there has been a vast underhanded growth in ESE ( special education ) from 5 % of population to 25 % and a jungle of paperwork without functional outcomes.
The labeling of students make standards even harder - ESE students are not counted or counted differently - so if someone doesn't learn they are learning disabled and labeled - given more resources - and excluded from the testing of school outcomes.
There has been for decades weak support for standards - support in general but backing off when the tire hits the road and students actually FLUNK and are held back! Standards means that teachers have to teach content - multiplication tables, spelling, parts of speech, geography, algebra - not always fun and often hard - and student have to do their homework.Teachers can be tied to the GS 4 to GS 12 depending on performance - and the DOD ( Military base schools ) teacher pay scales as a base with districts able to do add ons.

The work stations will have a library, a message center, and posted work programs.
The members of each group create their own on-line text books - on cooperative education, on accounting practices, on photography, on whatever people want. Instead of menu driven it's propelled by participation. Someone finds a neat sight and informs the others and posts the information on the BBS. Notes can be read by anyone and E-mailed to the participants. New pages can be added from a distance. It is a real network of people working together to create their own information universe. Others then can come use and maybe contribute. It is organic more like a soup than a stack of cards.
The clicks are to search
engines more so than fixed lists
The bookmarks are public domain so you can see where the others have been - bookmarks contain space for comments and reviews.
The group fees are by membership and rates per mgb. Visitor can look around but not contribute of get some documents unless they join. (Pay tuition for classes, or join to help construct). Classes are a work station.
The lecture notes, sound and pictures on file. Papers are sent in message boxes and group discussions are held in meeting rooms.
The class build its own curriculum which then is used by the next class. I have 15 exercises and reading and explorations I would like to set up in a work station call "Soc Rel" social relations, another on family relations, children, pets, food, whatever...Sufi surfing .. Music..
The idea for building a
GLOBAL-VILLAGE-SCHOO LHOUSE were presented in the Fifth Discipline, Strategies and tools for building a Learning Organization, Center for Organizational learning MIT/Slone School of Management; Peter Senge director.
The four primary stages of a learning cycle are;
1.)
Doing ( some kind of need - interest ) gathering information
2.)
Reflecting - thinking and feeling about needs and interests - hypothesis
3.)
Making Connections - plans - working theory - discussions and language construction ( building common visions)
4.) Decisions -
coordination - setting goals
The fifth dimension is
General Systems - the synergy of whole systems - dynamic and open
The art of team building, and sharing - continuous change -
The WWW can be constructed as a "
learning system" clearly where is whole is more than the sum of the parts as organic open system.
The resources (information, contacts, text, pictures, sounds, messages, et al) can be organized within a structure that brings sequential order to individual and group efforts.
I am interested in building and having you build paths into the WWW. I am interested in explorers that mark trails and leave notes and guides for the next people who come this way again. Lets start with cooperative learning, group activities involving people separated at a distance.
First we have a place to meet (chat room ) and proposals are made. A group is formed to go out and explore.
They return with some step
#1 information - sites, key words which are put into the guide book -
#2 Open discussion on the goals, process, what is there and not there, where do we go from here ?
3.) Collective plans - building a common vision. How do we evolve systems of learning, and structure individual and collective intelligence in a continuous process ?
4.)
Guid e books, query methods, maps, places to ask., people to visit, LEWIS AND CLARK -
5.) Systems analysis of the process itself and relationships of the growing whole.
Since the process is interactive we doing know when we start how it will be.
The first few times it will take patience. We have to cut our own trails. One idea would be on the "Sustainable"; - In general system terms biological systems tend to exponential growth only restricted by negative feedback - (
Like in Central Africa). Balance is a dynamic process of each genetic organism pushing its limits and being pushed back by environmental factors and competition. Human evolution through social technology has temporarily pushed the limits on a planetary scale.
The Club of Rome report in the 1960's may not be wrong only a little off in timing.
(Limits to Growth = sudden collapse of whole systems )
There are no moral problems, or political problems, or economic problems, scientific or technical problems but real problems - which come with all these considerations. For academic and technical reasons, we have divided reality up into departments. (one problem is that the liberal arts have been pushed out by specialist)
The blind are feeling the elephant - with CAT scanners, satellites, remote probes, macro and micro models - but they do not understand the nature of elephants?

Quality : involves that Paradigm shift in the values of caring - sincerity - honest - character - principles of the Z theory principles; not another management system like (MBO) but a shift in power and control. Responsibility and freedom.
involves "body knowledge" a focus of the mind - being in the world and not of it - higher awareness - the dancer becomes the dance - the lost of self-conscience.
